Chris Brown b0eba47d30 Add tls_verify input to skip TLS certificate verification
Add an optional tls_verify input (default true) that passes
--tls-verify=false to podman login when set to "false". This supports
registries using self-signed certificates.

Only passes the flag when explicitly disabled, avoiding a redundant
--tls-verify=true on every invocation.
